WI Weird Boosting Problem

I have been having a boost issue with my 94 touring. It is bone stock with 52,000 miles, all original. It is hitting 12 psi in gears 2 – 5. The weird part is at the transition point the boost drops down to 5 psi but shoots right back up to 12. I tested to see if the problem was mechanical or electrical by unplugging the pre-control and waste gate solenoids and got a steady 7 psi in all gears. This makes me think that my problem is electrical vs. something mechanical such as an actuator problem. All lines to the turbos and actuators are secure. I have heard of many people having low boost on stock cars. Has anyone had this issue? Where should I look first? Is there a specific item that would cause a problem like this?
