Speedometer Issue

Okay, I searched for Speedometer problems etc. I found a number of threads but nothing that was helpful. So my problem is as follows. I start the car and let it idle, the Tach and all other gauges work as expected except the Speedo. It reads about 18 MPH at idle. I checked the Commander and it also reads a value other than 0 kph at idle. The car was completely disassembled and rebuilt, someone suggested a grounding issue. But looking into the manual I cannot see a specific ground for the speedo. I see a common ground. I've replaced the speed sensor on the tranny at this point. Checked all connections going into the cluster, resoldered all joints on the back of the gauge cluster as well. I get the same results. Any help would be appreciated. Thanks

Speedo Issue

Yes the issue was some burnt transistors and dried out capacitors. I repulsed the speedo and will repair the old one when I get the chance.
