pulley problems

Just rebuilt my motor and yes it started but now i cant get timing marks to line up using a timing light on the lower pulley.was wondering if i mounted the wheel which is behind the lower pulley,i mean the one that sends the signal to the ecu when to fire the coils.I know the pulley can go on one way cause of the keyway.,but how about the crank fire wheel behind the pulley,does tht have a special way to go on .Oh yeah using a Haltech e6k too.

i was told this car doesnt need a timing light. Is that true or false? I only heard it one place, I have never gone there on this car..
