█ Possible ECU Problem?

I've been working on my Rx7 for a while now with my father, and we came across yet another problem with it. It seems that the 2 cooling fans will not shut off once the car is turned on. Also the Fuel Pump isnt turning on, so therefore we cannot start the car. We began tracing wires back to see if there was an open somewhere and we have came back to the ECU. Is is a good possibility the ECU is shot?

Sounds like your fans are wired straight to the ignition switch. I would check the voltage running to your fuel pump; it may not be getting enough. I would upgrade the pump anyway, fairly inexpensive.

The fuel pump DOES work though. We Jumped the relay going to the fuel pump and when we turned the car on the fuel pump would kick in. once we put the relay back in the Fuel Pump stopped working. We checked the relay and the relays are fine. Also, the wires going to the ECU also have enough voltage. We had a theory that maybe the ECU has an open ground somewhere and thats why the Relays arent going into the ECU correctly.

This is not my pump but it will still serve the purpose: In the pic below (excuse my paint skills) if the leads (the actual wires) are loose or put on backwards the pump will not fire.
