Paint Bubble

About a year ago I bought an rx-7 from one of the club members here.

Color is Montego Blue.

My question is if you can see a sort of a bubble on the body of the car, does that mean that the car has been painted or it is the factory paint over time showing the bubble?

Anyone else noticing the same issue?

I have one of those bubbles on the back bumper where it is clear coated so I know its not rust and I have original paint I believe. So I am not sure what to do about it either but I spose it depends on where you find this bubble and how big it is. Mine is about the size of a large bouncy ball or a old like 50 cent piece.
