Need Quick Help With A Question

A buddy of mine has his stock 3rd gen's intake manifold off the car and is asking me this question:

"There is a long tube with no connections on it towards the front of the rat's nest (see pic):



Is this normal or is something missing?

Can anyone help me with an answer for him?

Nothing's missing. It's used on automatics only. I asked the same question a few years ago... thought I misplaced a vacuum line or something.
