i could be wrong but i believe leaving the pills in would cause it to boost 10 psi or more only, since the pill resists enough air to make 10 psi you would not be able to boost under that regardless of MBC setting.

First off, get a boost leak test before you do anything else. You're absolutely chasing your tail if you have boost leaks.
Next, to answer some of the other questions -
If you leave the pills in the line, you'll get overboosting with a boost controller. The pills are ONLY for the stock boost control setup, that's it.
Second, you do have the #2 setup. They show a T, but that isn't necessary - your car just has the second nipple capped off. The boost controller just has to have a boost reference signal to work with, using 2 nipples T'd together will do absolutely nothing over what you have.

I was only boosting 5 psi for the longest time and could not find the leak, i decided to finally put in my large IC in the process of bending the stock hoses to ghetto mock fit it i noticed one of the hoses was split all the way down.

I'm stil useing the stock ic. But all the rubber hose has been changed to sillicone even the y pipe coupler Also. Could it be the stock intercooler it self cracked and leak ? Because my first turbo only hits 0.40psi. After 4500rpm when both turbo is online I get 0.75psi and continue to spool up to 1bar. I'm out of ideas

Very generous guys have been giving you good advice and emphasizing that you look at a couple of problem areas, yet you haven't done anything to help yourself!
Have you investigated for a possible boost leak?
All you want to do is continue to ask questions...

Head to Home depot and make yourself something like this. Pump it up and see if you leak. Also if you have a stock BOV, and CRV they could leak as well.

i apologize for that, i got way ahead of my self and over looked of thos great advise.
No need to apologize. You will find that many members will be willing to help you as long as:
1) you have already utilized the "search" function, as most everything has been done to this car
2) you have already tried to trouble shoot the problem
Just spend some time searching and reading. I am sure you will find tons of threads dealing with "boost leak"
Good luck
