help with troubleshooting boost pattern

Ok, I really do need some help with this. My car has 87k on it and recently installed the following mods.
DP, MP, pettit upgraded ecu, Intake, pulleys, 10mm wires, short shifter. thats about it for engine mods. I am consistenly pulling 10-11lbs of boost till 4500rpm and then dropping to about 7lbs and staying there... I have not changed the "pill" so I was expecting some boost spike to around 15lbs, but i haven't once yet seen boost above 12lbs. Could it just be my turbos are old and thats it? or could I possibly have a boost leak somewhere? I'm fairly new at this and would love to solve this problem also i've searched and cannot find a thread to shed some light so if someone can link me to one that would greatly help..

Sounds like maybe your second turbo is not kicking in. Check for popped off or kinked vaccum hoses. Also check that the solenoids and actuators all work. The shop manual details how to check these things.
