When I don't have any lights turned on everything is normal. When I turn them on only the driverside light flips up and turns on. I have to hit the (flip-up light) button to get the passengerside to flip up and it comes on very dim. Also the passengerside front blinker is stuck on all the way.
Also when lights are on my windsheild wipers won't work.

...a wild guess, i would say maybe your relay box needs changing.
