Is this the correct position of the pre-spool for non seq?
 
Or did I weld it the wrong way? BTW is the wastegate there closed or open?

well, tie it off that way...if you only get 7psi of boost you got it wrong! :O) IF I remember correctly, the end of the hinge should be closer to the rear of the car...think that's the way you have it.
