Code 51

My car keeps spitting out code 51, bad fuel pump relay. I already changed the fuel pump relay in front of the car. When I clear the ecu, it clears fine. After 10 - 15 mins, the code 51 comes back.

The car pretty much dies at around 7 - 8 psi, like a fuel cut. When I replaced the relay, it ran good for a while. Something is making the relay go bad. Any ideas?

One more thing, when resetting the ecu, theres always a big spark when I reconnect the negative termimal. Is this normal?
