Check engine light on - Code 16 HELP

My 94 is currently at the shop. I brought it in for Check Engine Light on and Code 16 is coming on. We just removed the EGR valve and it seems, as I say seems to be testing ok...Shop Manual is a little vague. What test can I perform to confirm that the valve is the problem?

If code 16 is EGR it could be that you have a California ECU and a non-california car. Does your EGR have an electrical connection on it? If not thats probably the issue.

Is this a "new to you" car?

Could also be that the EGR Solenoid (in the solenoid rack) is stuck in one position.

you need to buy a non-cali ecu from either a 93 or 95, both will work. Their is a different code for the egr solenoid.

the valve works (or doesnt work) on a duty cycle, if it sticks a little then it will turn the light on, just vacuum testing it on a bench wont find the fault.

best way to fix it is a power FC

Hi all, yes car is new to me. I purchased it 3 years ago, I am a second owner and the car is bone stock with only 18 original miles. We applied vacuum to it and the the valve does not seem to stick but I think at this point with it on the bench, I will probably go ahead and replace it. I will keep you all posted.
