Boost Controller Install Problems

When I changed to non-sequential and used silicone vacuum lines, I accidently disposed of the "pill" in the wastegate actuator line. With a regular 5 mm vacuum line in place, I got max boost at around 7.5 psi. I bought a "Turbonetics" manual boost controller and tried to install it in accordance with it's instruction manual, and what I have found from various posts here.

The attached diagram shows exactly what I have goin' on. The problem is, even with the controller turned down to it's lowest setting, I am getting boost well beyond 12 psi (I let off, so I don't know how high it goes)

Can anyone please mull over the attached diagram and see if they can figure out what I have done wrong??
