Access and replace horn in 94 FD

Have a '94 FD with a bad horn, and looking for advice on accessing what seems to be a pretty inaccessible area. Suggestions?

Are you sure it's the horn itself? You'll need the bumper cover off. Body section of the FSM, page S-16

If memory serves you can get to at least one, if not both, of the horns without pulling the bumper. You'll have to get to it from underneath and pull the belly pan.

But, I agree - the horns pretty much never have a problem, they are very reliable. The relay, fuse, and horn button on the steering wheel is what I would look at first.
