Intake manifold runners

I have a quick (stupid) question about the intake manifold runners. Why are there 4 if there are only 2 chambers for combustion? the middle 2 look s like they loop back into each other? Can someone elaborate for me?

The 4 runners are for the primary and secondarys. the intake on our/most rotarys have a port on both sides of the chamber. ie one is on the left and one is on the right. The pri/sec part is handled by the progressive throttle plates in the throttle body.
