White Knobs under front bumper??

Question White ***** under front bumper??

while doing some maintenance tonight i discovered two white ***** under my bumper, they turn but i don't have a clew what they do. i didn't mess with them but my manual doesn't seem to mention what they are. they don't appear to be after market. they are both located about four to six inches in front of each tire. can any one give me an idea as to what these are. i was surprised and shocked they were there. they looked like they were in some ventilation duct or something but I'm baffled as to what they might be. thanks guys.

they are manual adjusters for your headlights.

More precisely, they are there so you can raise the headlights in case the motor fails.
They don't actually "adjust" anything.
