I know its a stupid question....but what is this and what does it attach to.

Split air pipe, sends air from the airpump to the cat.

Yeah, I guess you could say that...
But the ACV is actually inline with the airflow path. :)

If you've removed and blocked off the ACV you don't actually have to block off the split air pipe passage, since it just leads to the ACV block off plate... ;)

may as well block everything off though to keep the manifold looking semi decent.
