eccentric shaft pulleys

ran a couple of searches and looked through the FSM. is it possible for the eccentric shaft pulleys to be installed incorrectly as to show incorrect positions of the timing marks? you know, like having the pulleys be off by 90, 180, or 270 degrees from its true position. hope this isnt hard to understand.

One of the four mounting bolts of offset, so they'll only go on one way.
