Another gauge cluster issue...

88 vert NA.
Having some issues with the cluster, i have 12v at the meter fuse, no power coming in at the dash plugs, according the the wiring diagrams it should be BY wire.
the 7.5 meter fuse, only has one wire on the back side, but i dont see anything cut or hanging loose.
i believe the security light that goes to the ignition was cut? but not positive.
car does start, and dash illuminates, but none of the gauges work, and the idiot panel also does not illuminate, but the clock does.

is it normal for that fuse to only have one wire? shouldnt i be seeing the BY wire leaving that fuse and running to the cluster plug??
Am i trouble shooting this incorrectly?

Fuse should be inline. One wire in, one wire out. That 7.5 amp fuse powers both the instrument cluster and idiot lights.

Resolved the issue and wanted to post an update is it was quite unique. Every wiring diagram I found showed b/w from the ignition going to the meter fuse and black / yellow leaving to the harness going to the cluster.

the b/w actually comes into the fuse block and feeds 3 fuses with the one wire so it looked like I was missing one, then the b/y is a jumper to a 3 post square in the corner of the panel that uses a metal plate to feed the cluster, and the warning light panel and my fuse box was missing that metal plate.
