6pi and VDI: why two solenoids?

as far as ive read, the 6pi and VDI system are activated at the same point and with the same air pressure. why did mazda use 2 seperate solenoids to activate them.

would it be ok for me two use just ONE of these solenoids to activate the 6pi AND VDI systems during after my rats nest removal

because VDI and 6PI are NOT activated at the same time. 6PI is activated at 3800rpm and if I remember right VDI is activated at 5500 RPM.
