are 12a and 13 dizzy the same

I'd say that's a question for j9fd3s since he seems to have all of the parts microfiches. If they have the same part # then it would be safe to assume they are the same. I suspect that there is a difference though. I vaguely remeber there being a 5* difference in the trailing timing marks of the 12A/13B timing pulleys, but don't quote me on that.

Yep. Either will work just fine. The advance curve is a bit different between the two, but I doubt you would ever notice. Currently running a 12A dizzy on my GSL-SE. It has been like that for about 12 years and no problems at all.

any disadvantage to using the 12a dizzy on 13b?
if remember right, the trailing timing has a mechanical adjustment(manual tranny only...) |

make sure you adjust the omp for the right flow, check the manual. I would premix until you "know" it is right on the money.

yep, dizzy's work the same, except they have slightly different advance curves, depending on the year/model.
