Stock wheels rubbing...

For some reason when I pulled off my 17's and put stock rims on, the front driver wheel is rubbing on the liner. I just read that there are wires under that liner, which worries me. Anyone have this happen before? It usually only happens at speed. Any suggestions?

mine rub too..I think its suspension related but not sure, its mostly in the front right, and like you said, at decent speeds. I'm fully stock btw.
