Does it go inside the wastegate or is it sandwiched inbetween the wastegate and wg flange? Here is a pic of how it is installed http://www.tialmedia.com/documents/w3_tial_wg_assem.pdf that shows me that it's inside the wastegate, correct?

It goes in between the WG and it's mounting flange. If you were to unbolt the wastegate and lift it off it's mounting surface the seat would fall out. Hope that helps.
