He says he has $1500 in it in the Q&A section of the auction. Didn't it end up at $500 when Jammers auctioned it? Maybe he's counting airfare and gas from when he picked it up.

Not in WA state, I don't think. On anything over 10 years old, the odometer is disregarded during title transfers. I suppose it might be considered unethical in a general sense, but it's not like that particular car is being considered for a daily driver.

its only fraud if you try to pass it off. its leagal as long as its reported when the car is registered and when the title is transferred (there are places on both forms for that)

does your car have a digital OD or an analogue OD? if its digital you might just have to find a guage cluster for sale with the right amount of miles on it but you would have to report it to your local DMV and get your registration changed. im not sure about an analogue OD.

Assuming you're talking about your '88 SE, and assuming S4s have analog odometers, you wouldn't face any legal trouble from rolling it back. Odometer disclosures are exempted for anything over 10 years old in WA state. That means the state is telling buyers they are on their own for determining mileage after 10 years. So, if you were to roll back the clock to 44,000 for your own reference on the motor, I'd just suggest noting down the chassis mileage shown before the rollback on something like the title, in case you ever sell the car and feel like giving a full disclosure of the mileage to the new owner. I plan to do this on my project '80, especially as the cluster will be a transplant from an '85.

the car is not a salvage title, the cluster says zero because we put a the higher mph speedo in it insteasd of the 85mph one.

weather its fraud or not...the car has potential and could be made into a beast with the right amount of time and money.
