No fuel No spark

I've got a 86 N/A that's not get spark or fuel. I'm missing a few things on the drives kick panel I can can pics but i don't have any at this time. I've tried a known to be good ECM and still nothing.

Make sure the 15 amp engine fuse in the interior fuse box is good. If it were the Black/White wire ( B/W wire in the 2 wire plug of the main relay) at the main relay would have 12 volts.
