LA ebay engine/tranny questions

Complete noob here! I recently bought a '93 without an engine. A car I've wanted for a very long time. The previous owner bought it this way. It came with a transmission, but I don't know what shape that's in either.
I am considering buying one of the imported engine/ tranny set-ups on ebay, but I need to know a few things.

1. My hp goals are between 300-325. This will be a track machine that I will be driving to the track. It will be gutted and only include the dash, roll cage, and center console, so I don't need ridiculous hp. If I get an ebay engine, rebuild it, and buy aftermarket small turbos (replacements of the stock size) to keep the sequental set-up, will I able to keep the stock manifold and not have to port the engine? I'd rather not port the engine if I can get away with it, and it seems everyone who spends any amount of money on their engine replaces the stock turbos.

2. I have the stock ECU and harness. I don't know what shape the ECU is in, but the harness is pretty rough. I usually see the ebay engines come with the harness and ECU. Would a stock ECU and piggyback system work for the goals in question 1, or should I go the standalone route?

I would recomend a JDM engine from a legit importer, bestofjdm.com i have used in the past and been happy. If you are rebuilding the engine it seems silly to me not to give it a street port. As for ecu's a standalone ECU is one of the best investments you can make on any engine that you plan to use on the track, especially one with forced injection. The stock twins are more than capable of making 325hp. you will have to run the stock twins non-sequential most likely or with most standalone ecu's i should say.

Alright, some more questions, then.
I'd really like to keep the functionality of the sequential setup. I like having the low end with no lag to get through corners. Everything I've read about the stock turbos is negative. I'd rather not rebuild an entire engine around time bombs. Are the stockers reliable enough for what I want?? Can I improve their reliability?
My second issue is the ecu. To my knowledge, there are no rotary engine tuners near me. I like the idea of a standalone ecu, but I'm no tuner. That is why I asked about the piggyback system. Please give me a little more detail and known options, here.
Finally, there is the porting. This is something I would do myself, so I'm hesitant to bother with it unless it is absolutely necessary. My question here is, what hp are the stock turbos, stock portings, and a piggybacked ecu good up to?
