So many excuses, and asking for payment even though i paid through paypal

This person can scam anyone, I filled a dispute through paypal for not giving any updates on the item that i just bought, After days of waiting and giving excuses for not shipping it, this person finally ships it, I recieved the item and I'm about to close the dispute that i filed on paypal and suddenly asking for payment since he shipped the item already. I didn't get a refund from and this person is really dumb how can file a dispute if the person didn't even recieve any payments from me.
