Still Working On Idle Problem, Please Help

This winter I did the vacuum hose replacement, tested all solenoids, and anything else that I exposed. All went fine and it cured some issues that I'd been having, but I created a new one.
When at normal operating temperature the idle constantly fluctuates between 1100 and 1200 RPM's. First, I rechecked all new hose routing and connections. I found nothing. Next, I checked the idle adjustment and tested the throttle position sensor. Everything checks out good.
Now it gets weird. When test driving it, I noticed that when I turn on the headlights or parking lights the idle smooths out and will settle down to a steady 800 RPM's with no fluctuation. The same thing happens if I turn on the air-conditioning. It's like it goes away with a large electrical load.
Now I suppose that I could give up and just drive around with my parking lights on, but I can't leave it alone until it's done. Any help is greatly appreciated. I live in Reno, Nevada. Any suggestions on a good shop that is fairly close and specializes in FD's? Even if I can get this one I'm sure I'll need some advanced help in the future.

Personally, I would recheck the TPS and then look for gasket leaks aroud the TB and where the UIM meets the LIM. I have a similiar situation, but I know my TPS is out of whack.

You can fix this by jumpering grnd. and one of the pins in the diagnostic box to set the idle adjusting screw under the Elbow. If you search idle adjustment you should come up with the procedure I'm referring to. By placing the jumper on there it lets you set the idle without the ECU trying to compensate for the adjustment, this allows the same idle for no electrical load as you have with an electrical load.

It sounds like your throttle body mechanical settings need to be reset. Essentially all those screws that control air flow into the throttle body might be off. I was having a similar issue and just re-set my throttle body and idle and issues were goine. In the process of resetting the throttle body adjustment, I also got my TPS settings back in spec (which were off ever so slightly).

I recently purchased Chuck's tuning notes and he had the process fully documented there but most of the info is in the FSM.

The main issue on my car is the AAS under the throttle body was out 11 1/2 turns. Normal setting is out 2 turns from fully closed.

I have replaced all of the gaskets from the elbow to the extension manifold. I have rechecked everything and re-torqued all the nuts and bolts. Then, I went through and reset the throttle body and closed the air adjustment screw underneath the elbow. It was out from full close one turn. After that, I tested the TPS, drove the car, and tested it again. Everything within specs.
The car doesn't just idle high, it idles like you are constantly pumping the throttle. Steadily revving up and down 100 RPM's.
I'll search more on idle adjustment.
