Engine Assembly Question (relief Valve)

I have a question to put out there, I received my engine back from my builder and have to install the oil pan etc.
The re-builder has left out the oil pressure relief spring and cap for me to install my old one along with my oil pan and pick up screen. The relief "valve" was installed back-wards/upside down. I can likely call him Monday but would someone know if this is done intentionally? Is this done to raise system pressure? I want to make the part I am referring to clear, its in the front engine "aluminum" cover and is accessed from inside the oil pan. It's connected to the oil cooler outlet port as well. There is a piston, spring and threaded cap with a bleed hole. Thanks in advance.
