Site is stuck on "Classic Next Gen 3.0"

The site is stuck on "Classic Next Gen 3.0" with it's Related Thread junk. This happens regardless of browser or computer. don't even get the choice to switch back.

Still stuck on "Classic Next Gen 3.0" with it's pointless sticky bottom bar. No other choices. The announcement link solving the problem no longer exists. Can the solution be posted here? Thank you.
