I think those are bias ply tires?

Yeah, it looks like the tread pattern for their bias ply tires. Check the Hoosier website:

I think there are two types...
This is what Tire Rack said: "If your sanctioning body requires a D.O.T approved tire and you prefer the view from the front of the pack, Hoosier has a tire for you. Their bias-ply tire has been dominating for years. Predictability, grip, and very low weight add up to be a winning combination. Available in either the Autocrosser for Solo II, or the Street TD for Road Racing" |
I think that Tire Rack is telling you it's a bias-ply tire.

That pic is Hoosier's old bias ply tire. I have not seen a set on a car in years; nobody bothers anymore. The current radial tires are much, much better.
