A quick google search leads me to believe you, sir, are correct. Those would be Kei Office.

2 other buddies also said that these must be Kei Office....

Does anyone knows something about the spring rates, adjustability etc.?

I know that Kei Office coilovers are known for there very high spring rates and focus on drift-setups... any input would be nice...

I'm searching for some cheap used coilovers and found them for 500bucks... I think this is a good deal if they are not shot?

These are notorious for wearing out quickly. They're also known to be super hard/firm.
Check to see who can rebuild them. As far as I know there arent many people that are able to do so. You might be able to have bilstein inserts put in them.

I think those are TE type. A friend of mine has Kei Office coilovers on his S13 and they are mega stiff. The one looks like the seals are a little leaky so it is going to need rebuilt. But he talked to a local hydraulic shop and they said they can do it. Also, if you are looking for used coilovers around $500 I was just on eBay a few days ago and there was a set of APEXi, Cusco, and HKS all in the $450-$600 range
