Where can I purchase '99 Spec Rear Brake set up? I've been searching and calling a few shops but I have not had any luck.

Unless you can get the 99 setup cheap, go for a StopTech, RacingBrake, Wilwood or AP setup. Parts are lots easier to find locally and inexpensively.

sakebombgarage just came out with a new rear brake setup kit. (caliper adapter and 2 piece rotor)

We can get a used set for roughly $650-700 in good shape. Remember the rear calipers aren't any different in size, only the rotors.

are there regular sources for rear rotors? How is pricing and availability? I like the idea of more rear bias, but I'm worried about rotor replacements.

rotor replacements can be custom made to your specs online at Coleman Racing.

guess I should have figured people were getting them made, but was kind of hoping there was a cheaper and more available source for them. I didn't realize that Coleman did 1 piece rotors, or are you saying that people get 2-piece rotors made in the same size?

Any ideas of cost? I have Coleman make my front rotor ring replacements and they're about $300 per pair. If that's the case for the rears then I'll likely just keep chewing up powerslot rotors for cheap.
