to put it plainly all it is is a number which indicates how much a turbo's exhuast housing will flow. It can only be compared to other turbo's from the same family, ie: a T04 0.96A/R flows more than a T03 0.96A/R.

It's the amount that the "snail" part of the turbine housing contracts it's diamater (or area A) vs the radius (R) from the turbine centerline as it scrolls around the "snail". The Area/Radius is constant throughout the turbine housing, as the cross-sectional area decreases as it scrolls closer to the turbine (i.e. as radius is decreased). I wish I could draw you a picture.
It basically controls turbine speed by determining the gas velocity to the turbine. A larger A/R slows down the turbine to allow for more power, while a smaller A/R speeds it up for better low-end response. Yeah, that's why they cost so much... depends on the going price of escargot. Laugh as you may, it's the most important part of the turbocharger as it gives it that added "kick", much like the worm in tequila.
