The draw-through setup isn't all that great, but it will work fine if you just want a low budget turbo system producing low boost. You aren't going to set any speed records, but it will be a lot of fun zipping around town. :)
The draw-through is less expensive to build because it is simpler (no intercooler, no bypass valve), and the carb doesn't even know the engine is turbocharged so it doesn't require any special modifications. Expect carb icing problems, especially when the temperature gets below 50F. Also, cold starts may be a problem. Fortunately, you live in a hot environment.
Yes, that carb sounds a bit small. You may still want to try it out and see how it works. The CarTech kits were designed very well, and if that is the original carb, then it should work well.
