IMO it would be easier to find a cheap, used aftermarket fiberglass bumber and either fix it up or hack that up and modify it. Fiber glassing a plastic bumper is not ideal

You need to remove the spark plugs & crank while...

You need to remove the spark plugs & crank while the fuse/ relay is removed. Then the excess fuel comes out the spark plugs holes in a mist.

Also maybe give the plugs a clean if they are not new.

think about it. the vacuum needs to be pulling from the far end of the tube..
You cant go attach a hose...
