Need Help with Certificate of Destruction Title
 
I have a Honda Civic and got into an accident in New York. Last week I went to the tag office to renew the tags and it looks like the Honda was given a certificate of destruction title.

The car is in New York still. I have been told by some that I cannot ever register this car again, even if I go through an inspection showing I fixed the car. Does anyone know how this works and If I could register in another state?

Here in Florida, once a CoD is issued it is very hard to change it back. I believe that the company or department who issued the CoD has to go through the state DMV to have it reissued and it takes alot of time to do this. Pretty much if a CoD is issued, the car has to be dismantled for parts or destruction. Best thing to do is contact the DMV and find out what procedures are required. Also why was a CoD issued in the first place and by whom. Usually they are issued if a vehicle is beyond repair or if the VIN plate has been removed or tampered with. (As far as I know)
