how do i break in a new motor on a track car?

i just took my motor apart and everything was garbage ...... so im rebuilding it with new housings and seals, bearings and im going bridgeport. my question is , if the car isnt street legal then how do i break the motor in for tuning? i did search for about a hour and couldnt fine a answer to my question , so sorry in advance if i may be bringing up something that has already been covered.

thanks in advance!
