Wheel Hub bearing races and wheel bearings

Hello, I was wondering if the bearing races inside the front wheel hub are suppose to move at all or are they suppose to be stationary? I was in my shop class and noticed that the bearing races could rotate inside the wheel hub when I applied force on it. Is this normal or should I use the old bearing races with new bearings?
My car is a 1988 Mazda Rx-7 convertible. Thank you very much

The bearing races are a press fit into the hub and should NOT rotate with any reasonable amount of force. The only force which should rotate the race is a hammer and drift to pound them out.

If yours rotate, I suspect they have been replaced improperly in the past and the hub is now over sized.

Thank you so much for your input. I will definitely get a new set of wheel hubs in that case.

FC hubs are about 400 bucks..easily.(maybe more..they are not Cheap by any means!)
You can replace the races and get new bearings.
There was a write up or thread just posted recently in 2nd gen specific about this.
