running rich and rough idle
 
Hello, im new here and have a 1993 twin turbo with idle surging problems and also running rich, car sat for 4yrs and i just got it running, i just replaced the fuel tank and fuel pump and also installed a haltech elite 2000 with a base map. it starts up fine but it runs super rich with black smoke coming from the exhaust and the idle sounds like i got a huge cam in it lol...any ideas where i should start looking at?

Running rich - Could be the injectors are leaking.
Idle can be related to that but could also be vacuum leaks from vacuum hoses.

Not familiar with the Haltech and it will likely be mentioned in the above mentioned FAQs, but if you can do a sensor check with the Haltech, and especially if you don’t find a vacuum leak, I’d look the IAT. Regardless before a deep dive to the injectors I’d try some quality fuel system cleaner and just drive it to see if things improve.
The Factory Service Manual also will have trouble-shooting guides.

^Was any tuning of the Haltech done at all? If you're just running the base map they provide as-is, and have done no tuning of it, you can pretty much expect what you've got now. I'm not too familiar with Haltech, but the base maps provided with most aftermarket ECU are typically just good enough to get the car to fire up, and run just well enough to get itself on a trailer so it can be hauled off to a shop for tuning.
