HELP 1986 rx7 wont rev over 4500 rpm under load

its starts up fine and sounds like it should. it revs hi when just sitting. but when i drive it it only revs to 4500. it has new cats so its not backed up.
stock all the way 13b na 5 speed

Sounds like you'll want to take a look at your secondary injectors.
