And I also feel like I'm missing a fuse box as well. I could be wrong. Checked relays. Those are good.

You have a jdm cluster. Early jdm cluster.

Why do you think you might be missing a fuse box? There's 3 and I dont know of a way to not have one. 2 in the engine bay and one inside next to your feet. Are you headlights not responding to any inputs? Are the lights at least coming on? Does the button to raise them work at all? do your high beams work? There's a relay in a rubber boot attached to the fuse box on the left side of your engine bay. It deals with the headlights. Check that it's getting power. Last time I had a headlight problem that relay was my issue. It corroded on the inside and just stopped working. It gave me no low beams and only high beams.

If that's not your problem then check to see if your turn signals work to make sure it's not the stalk that's messed up. If that checks out then check all your fuses and make sure none are blown. If they check out then you're gonna need to start chasing wires. Check to see if the headlight motors are getting voltage and work your way backwards. Something isn't being triggered. It's likely a relay somewhere in the stream that's not doing its job.

I'll need to go buy a volt meter. When I turn the headlight switch to turn the headlights in I get nothing. Lights hi or low do not come on and the switch that raises or lowers them does nothing as well. I've swapped some relays around and still nothing. And about the fuse box that was me having a brain fart

Check to see if the headlight actuator plugs are getting power.
