FC s4 NA flooding after rebuild
 
Hello everyone, .hope you are all doing well. I need a help with my project. I bought 1986 FC s4 NA. We rebuild the engine, but now it doesn't wants to start. It keeps flooding it self. Yes, the fuel pump is working properly (2psi), the ignition is working properly and timing is correct. Only way to get the car started, is to pull out the efi fuse, crank,(full throttle) and after 5 seconds of cranking puting back the fuse. When started, the idle is very rough, and I have to help it with throttle pedal to keep it running. (Does this cold and warmed up)
Any clues why is this happening? I thought about leaky injectors....

Check connection to maf, injectors, injectors May be stuck open. Worst case, the engine wasn’t assembled properly.

Update: checked the maf, measured engine compresion(is great), measured injectors resistance, they are all within +-0.8 around 12 ohm. May it be the ACV issue? is ACV used for startups? I have done some mods to the emissions during the rebuild(blocked the pipe returning exhaust gasses back to the intake, and blocked the holes that remained on the engine). Nothing else was done to the intake. Any way to check injectors at home by myself? (cause of corona lockdown) I feel lost, only thing that might cause the issue(that I can think of) are the fuel injectors.
