93 rx7 r1 loss of power and engine smoking
 
I had my fd stored in a garage for the winter but it got what smelled like a gas leak so we had to leave it outside in the -20 weather for a week. I went to take the car to get the gas leak fix and it had a huge loss of power and there was a good amount of white smoke coming from the engine bay. Where the car was parked it looked like there was a frozen yellow puddle of water? Is the engine blown? Do I have to pull it?

I'd get that garage nice wand warm and look for signs of coolant leakage.
It sounds like the coolant froze up and you could have popped a frost plug.

Would the frost plug have killed the power my dad also said there was smoke from the exhaust too

First things first.
Get the car warm enough to check the coolant.(if it's froze it will not circulate).
If the gas leak is fixed start it up and get it warm enough to circulate the coolant.
Do not drive it until that is done.

I'm just asking because smoke out the exhaust and smoke out of the engine doesn't sound like a frost plug i don't wana run the engine if its blown and make it worse. I also have no way to warm up the engine without starting it.

As the man above said..a Heated garage..
That is how you can warm the car up.It may take awhile but really if there is snow on the ground are you gonna be using the car?..Be patient,check it out thoroughly.

another suggestion would be running hot water and coolant into the cooling system and constantly draining it.This is to be sure that IF the system was frozen then it can heat up gradually with the warm Mixture..
I say a Mixture because if you just do it with water and the temperature dips..again.then you have a cooling system with water in it..and that is NOT good.

i herd them 13b-rew motors suck. lots of overheatin problems. not sure if true or not. just wamted to throw that out
