Can the rubber bushings on the rear control arms of my 1994 RX7 be replaced, or do I have to buy a whole new control arm?

Yes, IIRC they can....although in my experience it's rare that they actually need changing unless the car is REALLY high mileage. Usually it's just someone replacing it with poly to further reduce compliance on a tracked car. As I recall, the only bushing that MAZDA doesn't offer a replacement for are the front bushings of the trailing arm. But like the others I believe there are aftermarket sources for poly.
FWIW, it's the pillow-ball bushings (6 of them) that typically make noise if that's what your chasing. Occasionally the differential bushings will fail, but those are oil filled and usually let you know visually.
