Does what it says on the package in the title.

Here's the background:

I have two carbs for my '85 - the one that's on there which won't run below about 2k and is very upset about coasting (it's drivable but not so great other than the highway) and another which is currently on the bench, described as "idles and runs great but floods when you shut it off" - I haven't tried this one on the engine yet but I did do some tests:

1) The vent solenoid works, I can hear it clicking and blowing into the fuel inlet it will stop and allow the air to come out the bowl vent barb.

2) Holding the carb upside down (as to 'raise' the floats and seal the needles and seats) and blocking the return line, I cannot blow into the carb at all, which tells me the floats are sealing.

What I want to do:

I would like to get the floody carb working well enough to put on the car. I then would take the one that's on there and send it out to be rebuilt, modified, hogged out, etc. (I have heard good things about a couple forum members here for that).

So other than the vent solenoid and needle/seats (which seems to be in a million posts here ;) ) what should I look for before I swap this carb onto the engine?

Well this might be something, I think the gasket between the air horn and carb body is upside down. Not sure if this would cause the issue or not, but it certainly isn't good! I'll flip this the right way around (or replace it if needed) before trying this carb on the engine...
