Loosening up a sticky Aux Port shaft

I don't want to disassemble my intake by removing the throttle body, UIM and LIM.

The aux port on the front rotor of my 1987 NA will not turn with the pressure from the aux actuator pump. However it can be moved with a lot of finger pressure, so it is not totally seized.

Using the part numbers from this picture

If I remove the two screws (9983-00-408), while the intake manifold is still attached to engine, will I be able to slide out, clean, lube and re-insert the shaft (13-180A), cover (13-197), plate (13-186A), rubber sealing (13-188), and bushing (13-184). Hopefully one of these are the cause of the problem.
I imagine I can not remove the actual sleeve while the lower manifold is still bolted on. I guess I'm hoping that the sleeve inside the housing is moving freely and not the cause of the problem.

So can someone please tell me if the actuator shaft can be removed and re-inserted externally, without taking the lower intake manifold off.

This would take minutes versus hours to do.

yep, if you loosen the two screws (it would help to use a JIS screw driver!), the shaft comes right out
