MS2 Efan issues (Starts and stops)

I have an MS2 and i've been trying to get my efan to work using the FIDLE circuit.
I have a relay board, the relay is already part of the relay board. I bridged on the relay board on J1 pad 2 to 3, which makes the MS ground the fan when active.
I wired up 12V to one pin of the fan and the other pin i wired it to the FIDLE terminal at the relay board.
enabled FIDLE, Power on value off, Trigger Value ON and i made the condition to turn on when coolant is greater than 20F to see if it works.
This is the part that has me stumped. I have a plug at the Fan, if i leave that plug connected, the Fan does not turn on regardless of the conditions i set in tunestudio and i can hear the relay clicking when i change the conditions.
I checked with a test light and i get voltage on one pin and not on the other at the Fan, which makes sense.
If i have everything powered up and the Fan plug unplugged, then i plug it in with everything powered, the Fan turns on (weak) and slowly starts slowing down and dying till it stops spinning. I can repeat this as many times with no difference.
Why is the fan starting up and then dying?
All i can think is not enough amperage since connecting the fan straight to a battery, it spins with no issues.
I thought the FIDLE circuit was capable of running an eFan, did i miss something?

Thanks
