Man that is a familiar comment. I make it over and over before I was able to get mine going. Careful and systematic analysis is the key. Do you have the Factory Service Manual? If not I'd recommend getting it before doing anything else. The link is in my signature. You have fuel in the carb., do you get squirts of fuel when you operate the accelerator pedal? Is your battery fully charged and do you have a robust spark at each of the spark plugs? If there is fuel being delivered properly and you have adequate spark, timing is the other variable to consider. I'd concentrate on the fuel and spark quality first.
The car has a lot of potential and is a great candidate for restoration! The carb likely fills with gas due to sticking or stuck floats. I would start with a carburetor rebuild and remove the tank and clean it and replace the fuel filter. We can save more details for the tech section but that should give you an idea of where to start.
