It's a coolant outlet to the heater core.
Why am I seeing 4 spark plugs per rotor? Nevermind found a thread with that pic: "While they look like spark plugs, they don't function like them. They are basically just elaborate grounds for dual post coils used on each plug or something to that effect." |

Yep, the heater core is essentially a separate radiator that sits inside the car.
See attached pic for the coolant flow path. I got that from one of the Training Manuals for the 2nd gen RX-7 on Foxed.ca Also note 2nd and 3rd gen engines also have another outlet on top of the rear iron. |
